For a certain moment, the information volume of probability space can be accurately expressed by Shannon entropy. But in real life, distribution events usually change over time, and prediction for period time future is still an open question. Deng entropy proposed recent years widely applied on measuring uncertainty, but it controversial because its physical explanation counter-intuitive results. In this paper, we give new based fractal idea, propose generalization called fractal-based belief (TFB) The TFB recognized as predicting uncertainty splitting times, maximum value, higher order mass function (HOIVMF), which express reasonably.

This mass is nonnegative when the manifold is locally conformally flat and the σk curvature vanishes at infinity.
